The National Green Tribunal (NGT) has stayed the Assam government’s order directing the deployment of around 1,600 Forest Protection Force personnel on election duty. The NGT termed the move as ‘against the law’ and declared it illegal. Special Chief Secretary of the Assam government, M.K. Yadav, had recently issued a directive ordering the deployment of around 1,600 personnel of the Assam Forest Protection Force (AFPF) for election duties.  These personnel were asked to report to the office of the Additional Director General of Police (ADGP) before April 3. The decision was taken in preparation for the upcoming Lok Sabha or other elections, but was strongly criticized by environmentalists and experts. During the hearing, the NGT considered this order of the government as a clear violation of forest conservation laws. The tribunal said forest guards and conservation personnel are primarily appointed for the protection of forests, wildlife conservation and maintenance of environmental balance. Putting them on election duty is a deviation from their basic duties and can endanger environmental protection. The NGT granted a stay on the order with immediate effect and sought an explanation from the government. Environmental activists have welcomed this decision of the NGT.  They say that the shortage of forest personnel in a forest-rich state like Assam is already fuelling the plundering of forests. Other forces should be used for election duty. There was no official response from the Assam government so far. The case highlights the clash between Assam’s environmental policies and election management. The government will have to present its case in the next hearing of the NGT.
